WHAT (roles):

• Primitive (owner, editor, viewer) (also billing administrator). Broadest roles.
• Predefined - apply to specific services (eg BigQuery).
• Custom. Note - cannot be used at a folder level - only Org. or Proj. Finest Grain roles.
